2003 ChevronTexaco GOM Contractor Award Criteria

Purpose

ChevronTexaco Gulf of Mexico Business Units (Shelf and Deepwater) want to recognize their contractors for outstanding HES performance. By rewarding contractors for their efforts to achieve Incident Free Operations, ChevronTexaco anticipates improved contractor morale and focus on safe work.

Audience

All contractors approved for use in the Gulf of Mexico Business Units (Shelf and Deepwater) by the Supplier Management Organization, as of the start of the timeframe of the award, will be eligible to be recognized (as of January 2002). Further criteria to narrow the audience are described in the Criteria Matrix and Award Descriptions sections below.

All Core Contractors (those contractors that make up 60% spend) and any additional nominees will be invited to attend the award ceremony.

Selection Process

Contractors will be nominated by ChevronTexaco personnel and upon matching or exceeding the criteria established, will be considered for an award. Upon meeting our contractor goals for the appropriate timeframe, the contractor will be reviewed based on the guidance provided in the Award Descriptions by a management team. For functional awards, the functional PDC will make the final selections. For cross-functional awards, the Contractor Safety Leadership Team will make the final selections.

Award Descriptions

  • ES Leadership Commitment (break out by size – small, large)
    • Management field visits
    • Management participation in safety meetings
    • This contractor company has consistently demonstrated commitment to HES through its supervisory and management communications and actions. Their management and supervisors promote safe behaviors in their workers and recognize personnel for doing so. Management and supervisors communicate with ChevronTexaco this commitment and work closely with ChevronTexaco to achieve Incident Free Operations.
  • Stop Work Responsibility / Authority Commitment
    • Exemplary example of stop work authority used by contractors
    • Must have had contractor’s management support
    • This contractor company has demonstrated its commitment to HES by supporting stop work authority. Through a single or multiple events, where SWA was used, this company reinforced safe behaviors in the way they responded to the situation. Their communications and actions regarding this event(s) helps ChevronTexaco promote the importance of this effort.
  • Outstanding Crew (both hitches; break out functionally)
    • Good working relationship
    • Zero spills or discharges
    • BBS in place and used – frequency?
    • JSA’s used
    • Attendance at CT safety meetings (if applicable)
    • Great housekeeping
    • This contractor crew has consistently demonstrated their commitment to HES while working on ChevronTexaco jobs. All appropriate HES policies and programs were followed and HES processes utilized. This crew participated in meetings with other contractors and/or ChevronTexaco, if applicable. They communicated well with the CT representative and the quality and efficiency of the work completed only reinforces that safety, quality and efficiency can be accomplished together.
  • Outstanding Project Performance (break out functionally)
    • Project is defined as a job that is significant in nature (e.g., large and/or lengthy construction jobs, painting and blasting, use of explosives, confined space entry work, rig mobilizations, coil tubing, radiation related work, etc.) or pose special hazards (e.g., hydrogen sulfide gas, working from heights, multiple contractors involved, hazardous materials are involved, etc.).
    • Good working relationship
    • Zero spills or discharges
    • BBS in place and used – frequency?
    • JSA’s used
    • Pre-project planning was performed
    • Great housekeeping
    • This contractor project team has demonstrated their commitment to HES while working on a ChevronTexaco project. All appropriate HES policies and programs were followed and HES processes utilized. This project team participated in meetings with other contractors and/or ChevronTexaco. They communicated well with the CT representative and the quality and efficiency of the work completed only reinforces that safety, quality and efficiency can be accomplished together.
  • Outstanding Contractor (break out functionally)
    • Good working relationship
    • BBS in place and used
    • JSA’s used
    • Great Housekeeping
    • This contractor company has demonstrated their commitment to HES while working for ChevronTexaco. Their HES and work performance exemplify the concepts of Operational Excellence and our ChevronTexaco Way. Personnel are always prepared for the job and plan their work well. They actively participate in safety meetings and seek feedback for improvement. All levels of the organization are well versed in ChevronTexaco’s expectations for safe and efficient work. Management and supervisors ensure that communication is two-way with ChevronTexaco and any issues or concerns are addressed in a timely manner.
  • ChevronTexaco Contractor Safety Leadership Award
    • GOMBU ChevronTexaco employee or manager
    • Contractor Safety Specialists can not be considered
    • Nominations come in from contractors
    • This ChevronTexaco employee demonstrates a commitment to building a strong relationship with his/her contractors through communication and HES leadership. He/she promotes the right safety behaviors through his/her expectations and planning of the work. This person leads by example and takes an active role in ensure safe operations.
